'Sprinting' chips could push phones to the speed limit

WORLD-CLASS sprinters push themselves to the limit to achieve record-breaking speeds, but even Usain Bolt can't keep going for an hour. Now the same principle is being used to create faster computer chips. Designed for quick "sprints" of computation rather than sustained performance, the chips could make your smartphone 10 times faster without frying the battery.

"Really we're proposing making computers that can get tired," explains Milo Martin at the University of Pennsylvania in Philadelphia. "But the plus side is you can do a lot more for short bursts of time."

Martin and colleagues' idea is to build computer chips with over a dozen processing cores - far more than today's multi-core chips, which usually have two or four. A phone would use a single core to carry out normal operations, then switch on all its cores for less than a second during heavy-duty computation, completing the job faster but causing the phone to reach its maximum heat output. The extra cores would then switch off and cool down before the next sprint.

To let the chip go faster for longer, the team suggests incorporating a block of phase change material, such as paraffin wax, into it as such materials absorb heat without large swings in temperature.

When the team simulated a sprinting chip with 16 cores they found it could boost performance by a factor of 10 while sticking to the design constraints of a single-core mobile device. They now plan to build a physical version of the system.

Sprinting chips would speed up any tasks that involve short, intense periods of processing, such as stitching images into a panorama. By performing computation on your phone, they could also speed up services such as Google Goggles or the iPhone's Siri, which currently upload images or audio to remote servers for processing.

Michael Taylor at the University of California, San Diego, says the concept is "very exciting" but the challenge will be for manufacturers to find phase change materials that are compact enough for a mobile device but still absorb heat without the phone becoming too hot.

People might have to adapt to a phone that can't always keep up the pace, too. "You're only going to be able to do so many of these sprints in a given time period," says Martin. He plans to explore the best way to take advantage of sprinting without confusing the user.

The team will present their work at the High Performance Computer Architecture conference in New Orleans this month.

"The Artist" wins BAFTA award for best film (Reuters)

LONDON (Reuters) ? Silent movie-era romance "The Artist" won the BAFTA award for best film on Sunday, adding another prestigious trophy to its growing collection just two weeks before the Oscars.

The French-made black-and-white film set in Hollywood during the transition from silent to talking movies had been widely expected to win the top prize at the British Academy of Film and Television Arts (BAFTA) ceremony in London's Royal Opera House.

The film also picked up a clutch of other BAFTA awards, including leading actor for Jean Dujardin.

Judge to weigh requests on restriction on Sandusky (AP)

BELLEFONTE, Pa. ? Dueling requests to modify the bail conditions Friday for former Penn State coach Jerry Sandusky will pit neighbors' fears he's a danger to children against the defense claim the one-time assistant to Joe Paterno deserves to see his grandchildren.

Bail restrictions and the possible use of an out-of-county jury will be among the issues presented to Judge John M. Cleland at Sandusky's pretrial hearing.

The state attorney general's office has asked for tougher bail rules, arguing that the provisions of Sandusky's house arrest should be altered to require him to stay indoors after neighbors complained they've seen him on his back porch, watching children play in a nearby schoolyard.

Sandusky's attorney counters that his client has satisfied the rules of his release and the restrictions on him should be eased so he can see his family.

Cleland has asked defense and prosecution lawyers to narrow the disputes on which he will have to rule, a list that includes whether Sandusky should be given transcripts of secret grand jury testimony before trial, and which other records prosecutors must turn over.

Sandusky arrived at the courthouse in a suit Friday morning, entering through the same entrance he used in December for a preliminary hearing that was abruptly waived.

Sandusky faces 52 criminal counts for alleged sexual misconduct involving boys over 15 years, actions that police and prosecutors say have included violent sexual assault inside the Penn State football team facilities. He has denied the allegations.

Prosecutors have said the special position Penn State holds for people in Centre County would make it a challenge for jurors there to render a fair verdict. Sandusky, 68, wants a Centre County jury.

Both sides want to change the rules of Sandusky's house arrest. He is seeking permission to allow his 11 grandchildren to visit his home, accompanied by a parent, as well as to be allowed to communicate with them by phone or computer.

The attorney general's office, on the other hand, has asked Cleland to restrict Sandusky indoors, citing concerns raised for the safety of nearby school children.

"Such concerns will only mushroom if defendant is permitted to roam at will outside his house," they said.

In response, Sandusky attorney Joe Amendola said safety concerns were unfounded, and that Sandusky has complied with bail rules in the months since his arrest.

Pennsylvania's speedy trial rules give the state a year from the filing of the complaint to bring a defendant to trial, unless he or she is in jail, then the limit is six months. No trial date has been set.

Sandusky was arrested on two sets of charges, filed against him in November and December.

The scandal led the Penn State trustees to push out university president Graham Spanier and football coach Joe Paterno, who died last month.

Two Penn State administrators are awaiting trial on charges they lied to a grand jury investigating Sandusky and failed to properly report suspected child abuse. Gary Schultz, a former vice president, and Tim Curley, the athletic director, have both denied the allegations.

Guinea colonel charged 2 years after massacre (AP)

CONAKRY, Guinea ? Authorities have charged a Guinean army colonel in connection with a 2009 massacre of pro-democracy demonstrators at a soccer stadium, making him the first high-ranking official to face trial for the atrocities.

Human rights groups on Thursday applauded the decision to indict Col. Moussa Tiegboro Camara, who has appeared before investigative judges but is not in police custody.

Corinne Dufka, senior West Africa researcher for Human Rights Watch, called the charges "an encouraging and meaningful step forward for justice in Guinea."

"Ensuring justice for the 2009 victims and their families would help break the cycle of violence, fear, and impunity that has blighted the lives and hopes of so many Guineans for so many years," she said.

The colonel said told a private radio station that he was not "responsible for these accusations."

Thousands of protesters had gathered at the soccer stadium in September 2009 to protest the country's then-military ruler when presidential forces opened fire on a crowd. At least 157 people were killed and scores of women were brutally raped.

Witnesses said Moussa Tiegboro Camara was at the stadium during the killings, and a U.N. panel has accused him of being one of the main actors behind the massacre. Guinea's government has faced criticism for allow him to serve as the director of a government office tasked with fighting drug trafficking and serious crime.

Justice Ministry spokesman Ibrahima Beavogui confirmed that Camara has been charged but offered few other details.

Survivors of the massacre applauded the decision to charge Camara but noted that hundreds were responsible for carrying out the killings and rapes.

"Tiegboro's arrest can't give me back my virginity or forget the atrocities that we raped women suffered," one survivor told The Associated Press.

The head of the junta accused of ordering the massacre was forced into exile and his No. 2 agreed to hand over power to civilians. Guinea went on to hold what was considered to be the first free vote in 2010, but the election was tainted by the ethnic divide that was exposed.

President Alpha Conde narrowly survived an assassination attempt last year after gunmen surrounded his home and pounded his bedroom with rockets.

Texas Supreme Court says temps must be covered by workers' comp

A ruling by the Texas Supreme Court should have an impact on temporary workers who are injured on the job and seek workers' compensation benefits. However, the ruling could have a negative financial impact on the family of a man who was killed in a grain elevator accident and later won a $2.7 million judgment against the company.

The victim worked for Staff Force Inc., a temporary staffing agency. In 2005, Staff Force assigned him to a temporary position with Port Elevator-Brownsville LLC in 2005. On his third day working there, there was an accident and he was fatally injured.

Port Elevator's workers' compensation insurer, Texas Mutual Insurance Co., refused the application for benefits filed by the victim's family following his death. They justified the decision by saying that, as a temporary worker, he was not covered by Port Elevator's workers' compensation policy.

Denied benefits, the family decided to file a personal injury lawsuit against Port Elevator, accusing the company of negligently allowing the man to be killed. The jury in the civil trial found in the plaintiffs' favor and awarded them $2.7 million in damages. Port Elevator appealed, arguing that under Texas law, workers' compensation was the family's sole route to recover damages.

The case reached the state supreme court. In a unanimous decision, the court reversed the trial court decision. The court agreed with the defendant's contention about the exclusive remedy provision, but held that the company should either have provided separate workers' compensation insurance for temporary employees or covered them under its existing policy.

China's inflation rebounds in January to 4.5 pct (AP)

BEIJING ? China's inflation rebounded in January as food prices soared, renewing pressure on Beijing to control living costs as it tries to boost slowing growth amid warnings of a looming global downturn.

Consumer prices in the world's second-largest economy rose by an unexpectedly strong 4.5 percent over a year earlier, up from December's 4.1 percent, data showed Thursday. Food prices jumped 10.5 percent, accelerating from the previous month's 9.1 percent rate.

"It makes us more concerned that the risk of inflation is not going away," said Nomura economist Zhiwei Zhang. Among Chinese planners "it will reinforce concerns about inflation that already were there."

The price spike could complicate the communist government's efforts to revive growth that slowed to a 2 1/2-year low of 8.9 percent in the final quarter of 2011. Chinese leaders are gradually easing controls to boost growth and job creation but are moving cautiously for fear of igniting a new price spiral.

"In the short term, it also lowers the possibility of policy loosening," Zhang said.

The upturn in inflation broke a monthslong decline from July's 37-month high of 6.5 percent. Analysts said food prices would face upward pressure due to the traditional Lunar New Year, when Chinese families stock up for banquets, but even with that factored in, they expected inflation to fall to about 4 percent.

Inflation is politically dangerous for the ruling Communist Party because it erodes economic gains that underpin the party's monopoly on power. Last year's price spike stoked frustration among a public that is angry about pervasive corruption, a yawning gap between rich and poor, pollution and product safety scandals.

"I can feel that food and clothes are getting more and more expensive, like the milk I buy. It was almost 30 percent higher than before," said Zheng An, 27, who works for a solar power company in Shanghai.

"I actually spend less money than before as I am now not brave enough to go out shopping due to the higher prices," he said.

The price jump comes as China and other developing countries face mounting warnings they could be hurt by a possible global slowdown.

The International Monetary Fund said this week that China's projected growth could be cut by nearly half this year to 4 percent if Europe, its biggest trading partner, suffers a sharp downturn due to its debt problems.

The World Bank warned earlier that a possible global slump might hit developing economies harder than the 2008 crisis did.

The IMF said Beijing should be ready to launch a new economic stimulus in the event to offset the impact of a European downturn.

China rebounded quickly from the 2008 global crisis with a flood of stimulus spending and bank lending. But that money coursing through the economy also ignited a speculative boom that pushed up stock and housing prices.

January's food price rise was driven by a 25 percent gain in the cost of the pork, China's staple meat. In December, pork prices rose 21.3 percent.

Last month, the ruling party promised pro-growth policies for entrepreneurs after the plunge in global demand and lending curbs caused a wave of bankruptcies, raising the threat of job losses and unrest. But regulators have avoided interest rate cuts and say lending controls imposed to cool an overheated housing market will stay in place.

On Wednesday, the Cabinet promised to try to shift more of China's income to the poor by increasing the required minimum wage for the lowest-paid workers by at least 13 percent each year through 2015.

LEXINGTON, Ky. ? Florida kept sticking to its strength by shooting behind the arc. It turned out to be the eighth-ranked Gators biggest problem.

Kenny Boynton led Florida with 18 points, but the team with the most 3-pointers in the nation this season went 6 of 27 from 3-point range in a 78-58 loss to No. 1 Kentucky on Tuesday night.

"I don't know if we necessarily attacked their defense great in terms of with a high level of intelligence," Florida coach Billy Donovan said. "But, I did think that we had some decent looks."

Not enough to contend with the overwhelming Wildcats, who got 13 points and 13 rebounds from freshman Michael Kidd-Gilchrist to easily pass its toughest conference test to date.

"They are very, very good. There is not one thing you do necessarily against them that is a formula to win," Donovan said. "Certainly shooting the ball well on the road helps, we didn't shoot it well."

The Gators (19-5, 7-2 Southeastern Conference) shot 34.9 percent from the field overall as the Wildcats (24-1, 10-0) won their 49th straight at home.

Doron Lamb scored 18 points and freshman Anthony Davis added 16 for Kentucky, which won its 16th straight overall and ended Florida's run of seven consecutive wins.

"Our biggest strength is making 3s and we weren't making them," Florida freshman Bradley Beal said. "Our defense was terrible so, really, it was an overall totally bad game."

Florida scored the first two baskets of the second half to cut it to 38-30, but Kentucky answered with an 11-0 run sparked when freshman Marquis Teague and Darius Miller hit consecutive 3-pointers.

Beal then drove to the hoop only to have Davis reject his shot and Davis swatted another from Patric Young on the possession for good measure.

Miller added another jumper and Kidd-Gilchrist spun, hit a basket and was fouled. He completed the three-point play that made it 49-30 as Florida missed eight straight shots before snapping the skid.

"They know that we are a 3-point shooting team and they took our best strength away from us," said Beal, who finished with 14 points. "We have to find other ways to be able to put the ball in the basket, and we didn't do that."

Florida insisted before the game all the pressure was on the Wildcats, but this group that starts three freshmen and two sophomores doesn't appear to get rattled easily. Their only blemish is a one-point loss in December at Indiana.

One of the last remaining questions for a team that continues to believe it can play for a national championship in just under two months had been the quality of opponents the Wildcats had faced after not meeting a ranked team in over a month.

Kentucky answered it emphatically.

The lead reached 20 points when Lamb buried a 3 from the left corner with 11:27 left and by as many as 21 late.

Boynton said Kentucky is the best team in the SEC.

"They've proven it. They've beaten good teams by 20," Boynton said. "We just have to get better. We've got time before play them again. We just have to come out and work."

Florida would close the gap to eight points to start the second half, but never got back within striking distance.

"Our whole defensive principles were wrong throughout the whole game," Beal said. "That's not the way we play. We played terrible."

MF Global shortfall worsened as bankruptcy neared - Financial News

(Reuters) ? A shortfall in customer funds at MF Global Holdings' (MFGLQ.PK) broker-dealer unit grew in the days before the company went bankrupt, as client money increasingly was used to pay for MF's daily activities, said the trustee liquidating the broker-dealer.

James Giddens, the trustee for MF Global Inc, said in a statement Monday that his investigation has revealed that MF Global personnel increased the company's use of customer money as liquidity dried up in the five days leading up to the bankruptcy of its parent, MF Global Holdings Ltd.

The trustee has not changed his estimate that a total of about $1.2 billion is missing from customer segregated accounts, said Kent Jarrell, a spokesman for Giddens.

Giddens said that his investigation found that as part of MF Global's regular practices, the company used customer money in small amounts of less than $50 million for corporate needs.

But Giddens said that as MF Global's financial position worsened last fall, with exposure to $6.3 billion in risky European debt, "much larger amounts" of customer money were used, "apparently with the assumption that funds would be restored by the end of the day."

The end result was that the company could not replenish customer accounts. MF Global's parent filed for bankruptcy on October 31.

Giddens said his legal team has traced a majority of cash transactions, totaling more than $105 billion, made in the last week prior to the bankruptcy.

Giddens said he is working with third parties to seek more complete information about transfers to "select" parties prior to that bankruptcy.

Jarrell also said it is unknown when he will be able to make more distributions to former customers.

"We're just about out of money to give back," he said. "We have a reserve, but we have to keep it in case claims come against us."

Foreclosure filings fell 25 percent in Colorado during 2011, dropping to the lowest annual total reported since 2006, according to a state report released today.

There were 31,914 foreclosure filings in Colorado during 2011, compared to 42,746 filed during 2010, shows the report released by the Colorado Division of Housing.

None of the state?s metropolitan counties were found among the counties with the highest foreclosure rates. The five counties with the highest foreclosure rates were Gilpin, Garfield, San Miguel, Grand and Lincoln counties.? Boulder County, on the other hand, reported the lowest foreclosure rate of any metropolitan county and also had one of the lowest foreclosure rates overall.

Still too high

Although foreclosures filings have fallen for the past two years, foreclosure activity remains at unusually high levels.

?Foreclosure sales at auction have basically been flat for the past five years and totals are still twice what we?d consider to be normal,? McMaken said. ?We expect more progress to be made in 2012, although the task of dealing with the existing inventory of properties in foreclosure is likely to extend beyond this year.

Second exam important in child sex-abuse cases (Reuters)

NEW YORK (Reuters Health) ? When a child is thought to have been sexually abused, a second medical exam may be key to picking up injuries and sexually transmitted infections, a study published Monday finds.

The American Academy of Pediatrics already recommends that kids being examined for sexual assault have a follow-up exam in the weeks afterward.

But until now, no studies had looked at the benefits of doing that.

For the new report, researchers reviewed the records of 727 children and teenagers who were evaluated for sexual abuse or assault over a five-year period.

They found that almost one-quarter of the time, the patients' second exam changed the findings of the first.

In 18 percent of cases, there was a shift in the diagnosis of traumatic injuries.

Most often, the original examiner had said it was unclear whether the child had an injury suggestive of sexual assault (like tears or bruising), but the second examiner concluded that the findings were "normal."

However, that "does not in any way" mean the child wasn't sexually abused, said Dr. Nancy D. Kellogg, one of the researchers on the study and a child abuse expert at the University of Texas Health Science Center in San Antonio.

It's well known that sex-abuse victims often do not have telltale traumatic injuries, Kellogg told Reuters Health.

So it's what the child says that's most important.

Kellogg's team also found that the second medical exam helped pick up sexually transmitted diseases that weren't caught initially. That was true in nearly seven percent of cases.

Most often, Kellogg said, the follow-up exam caught genital warts -- which would not yet have been apparent during the first exam.

The findings, reported in the journal Pediatrics, are based on 727 children and teens who were first examined at one San Antonio ER or the regional child advocacy center. A doctor or nurse trained in child abuse cases performed the exams.

The second exam was done about a month later at the child advocacy center, by an experienced child-abuse doctor or nurse.

During the initial exam, Kellogg explained, kids are "anxious or in pain -- they're traumatized. And that can affect the examiner's ability to detect things."

But the researchers also found that the first examiner's experience mattered. If he or she had done fewer than 100 such exams, the second examiner was more likely to reach different conclusions on whether the child had a traumatic injury.

That, Kellogg said, points to the importance of having an experienced doctor or nurse do the second exam.

Some hospitals, she noted, have special "child abuse teams" who can evaluate kids for sexual assault. There may also be a nearby child advocacy center with doctors or nurses who can do the exam.

As for areas where those services aren't available, Kellogg said she hopes the current findings give less-experienced pediatricians some guidance in evaluating kids for sexual abuse.

"We were a bit surprised by the findings," she noted. "We didn't expect the follow-up exam to make such a big difference in so many kids."
